The exit command exits grub and returns to the firmware that loaded it;
it is not for invoking the grub menu.

Bug description:
  Ubuntu-18.04
  grub2 (2.02-2ubuntu7)

  Expected:
  'exit'-command in Grub2 command-line works same than pressing ESC.

  
  Steps:
  Grub-menu
  Press c (to command line)
  exit
  -> hangs

  Expected: "exit" -> goes back to grub-menu

  ----

  This works:
  Grub-menu
  Press c (to command line)
  ESC
   -> goes back to the grub-menu
