Thanks for taking your time to report this issue and help making Ubuntu
better.

If you look closely you'll see that while most strings have suggestions,
they don't have a current German translation (like
https://translations.launchpad.net/ubuntu/bionic/+source/ubiquity-
slideshow-ubuntu/+pots/slideshow-oem-config-ubuntu-
budgie/de/3/+translate)

Everyone may suggest translations, but they then need to be reviewed and
approved by someone from the German Translators team
(https://launchpad.net/~ubuntu-l10n-de)

Bug description:
  There is at least one translation for every string available here:
  https://translations.launchpad.net/ubuntu/bionic/+source/ubiquity-
  slideshow-ubuntu/+pots/slideshow-oem-config-ubuntu-budgie/de/+details

  Why didn't these translations make it into the final release?
  Could you please fix this as we now have a partially translated OEM slideshow which makes it look a bit unprofessionally.
