This was fixed in Debian back in 2015:

What will it take to get this fix into Ubuntu? It's still broken in
Trusty.

  Confirmed

Bug description:
  The `sbuild --foreign` flag is broken, and doesn't pass the
  `--foreign` flag to `debootstrap`.   Here's a monkey patch to fix it:

      sed -i /usr/sbin/sbuild-createchroot -e '/set_conf..FOREIGN/
  s/0/1/'
