Big sorry.
The issue was someone else when using the computer thought the EFI
partition would be a good place to write a file, and completely filled
it. So there was no way to create /boot/efi/EFI/ubuntu .....
Once I deleted the garbage everything was fine. That was so off, I'm not
even sure it's worth making a special case to check for lack of room on
EFI.

Bug description:
This USB has already successfully installed Ubuntu alongside another
Windows 10 install, but this time it crashed. Since I noticed a
problem with the latest grub update this morning, I tried this both
with and without a network connection (to use older version of grub if
possible). Both fail the same way.
The version being installed is 18.04; the USB drive was created with
dd from the install ISO.
