Thanks for your report.

You have several packages from non official ubuntu repositories which
are blocking the upgrade. In particular the Xorg stack from the padoka
PPA, ROS packages, ...

Please revert to official versions and try the upgrade again. The tool
ppa-purge may help you with that.

I'm closing this report because it is not a bug with Ubuntu but do not
hesitate to report any bug you may find.

  ubuntu is not upgrading from 16.04 LTS to 18.04 LTS

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  Ubuntu is not upgrading from 16.04 to 18.04 .

  Even when i type sudo do-release-upgrade it is showing that no new
  release found.

  But when i type Alt+F2 and then update-manager -cd it is showing upgrade to 18.04 and then it is stopping at 
  3 rd step reporting that cannot calcualte packages 

  it is showing either ur system is in pre-release version like that.
