If you initially installed in UEFI mode, then of course, the bios
version of grub is removed. This is intentional as you don't need it
when you are booting in UEFI mode. If you want to change, then you need
to install the bios package and should remove the UEFI one if you don't
need it.

Title:
grub-pc-bin not available on chroot fresh install
Status in grub2 package in Ubuntu:
Invalid
Bug description:
From live ubuntu-18.04-beta2-desktop-amd64.iso
When running "grub-install --target=i386-pc --recheck /dev/sda" get this error:
grub-install: error: /usr/lib/grub/i386-pc/modinfo.sh doesn't exist.
Please specify --target or --directory.
It's solved with "apt install grub-pc-bin grub-efi-amd64-bin grub-efi-
amd64-signed"
That's because I'm trying to install grub to a MBR partition table in
a UEFI computer. Please add the package by default.
