By all appearances this is a successful install of Ubuntu, but the shim-
signed package failed to configure (which makes this different from most
such bugs, where the shim-signed package failed to configure because the
disk was not set up to allow a UEFI install and therefore the Ubuntu
install failed).  There is unfortunately no information included in the
bug report to tell us how or why shim-signed failed.  Can you check
whether there is more information in /var/log/apt that shows the output
of the failing shim-signed install?

Is this the same system installation as in
https://bugs.launchpad.net/ubuntu/+source/grub-installer/+bug/1773356 ?
