[Bug 1804497] [NEW] Software updater popup consumes 15-20% CPU doing absolutely nothing

Public bug reported:

The popup that tells you that the computer needs to be restarted to
finish installing updates (with the choice whether to restart now or
later), consumes 15% to 20% CPU.

That's f***ing ridiculous, there's no reason why a popup, that is just
there doing nothing waiting for you to click one of its buttons, should
consume even a detectable amount of CPU time.

By  the way, I don't know why the popup was even there to begin with: I
didn't install any updates (it usually asks me). I don't know whether it
installed somoe updates without asking me, or if the popup nonsensically
appeared for no reason. Either way, it's idiotic.

Anyway, after I closed it, update-manager stopped consuming CPU.
