[Bug 1795936] [NEW] linux-image-generic : Depends: linux-image-4.15.0-37-generic but it is not installable

This was working an hour ago, but at the moment I get the following when
I run: apt-get install linux-image-generic:

```

distribution that some required packages have not yet been created
or been moved out of Incoming.

                       Recommends: thermald but it is not going to be installed
```
