Since you report that the Intel microcode team explicitly told us to
ship these two microcode updates to users, I will update the Debian
package to do so.
Ubuntu will either pick it up from there, or do the same.

Bug description:
After installing / updating new intel-microcode-package
(3.20180807a.0ubuntu0.16.04.1 or 3.20180807a.0ubuntu0.18.04.1) we got
no microcode for Intel Westmere EP (CPUID 206C2).
After replacing /lib/firmware/intel-ucode/ with files from
https://downloadcenter.intel.com/download/28087/Linux-Processor-
Microcode-Data-File and update-initramfs -u the new microcode is
loaded.
Did you ignore some CPUIDs?
