[Bug 1798041] [NEW] latex2html fails on color

Public bug reported:

latex2html had a bug where it didn't correctly handle \color entries together with current Perl.
See https://github.com/latex2html/latex2html/issues/48 for details. Debian fixed the bug in latex2html version 2018.2-debian1-1 (see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=903736).

Please update the package in bionic, since the current version is
unusable with any LaTeX files containing \color.
