That's a known regression from commit https://gitlab.gnome.org/GNOME
/gnome-shell/commit/fc5ab4470445992b1ad4338290deb24e6b1c5ce2
My suggestion is to revert the commit even if upstream disagrees. Their
argument is that there are performances issue with the old behaviour (in
a nutshell AtspiEventListener spams the dbus channel quite a lot), my
argument is that osk is completly broken under xorg.

1. On a 2 in 1 in tablet mode, launch the installer and proceed to the user setup step (Who are you)
2. With the OSK, enter the username, login, hostname and password then proceed zith the rest of the installation
Actual result
The OSK hides when the password field has the focus and the user cannot enter a password.
