[Bug 1798175] [NEW] Lubuntu Next--toolbar opens in the middle of the screen and then jumps to top

Public bug reported:

When logging into Lubuntu Next 18.10 GUI, the toolbar panel is selected
for "top" but it launches in the middle of the display and then jumps up
to the top . . . .  It's a distraction that didn't happen in Lu Next
18.04.
