Right.  It was supposed to be a "generic" "lubuntu 18.10" bug . . . this
was an upgrade from 18.04 to 18.10 via console and this **panel**
problem was a result of that system release upgrade process . . . .

  Incomplete

Bug description:
  When logging into Lubuntu Next 18.10 GUI, the toolbar panel is
  selected for "top" but it launches in the middle of the display and
  then jumps up to the top . . . .  It's a distraction that didn't
  happen in Lu Next 18.04.
