[Bug 1799032] [NEW] Update to libcap 2.26

Hey everyone,

We recently pushed support for ambient capabilities and namespaces filesystem capabilities
to libcap2 [1]. Together with Andrew Morgan, Serge Hallyn and I have released a version 2.26
of libcap2. Note that libcap2 has moved to a new location [2]

The 2.26 release can be downloaded from [3].

Please update to the new version!
