Were you doing manual partitioning?
If you're installing Ubuntu, doing manual partitioning and booting in
UEFI mode (you see a grub menu rather than a purple background with a
Ubuntu logo), then you need to remember to add a FAT partition to be
mounted to /boot/efi (the EFI System partition).
** Changed in: grub-installer (Ubuntu)

SSD upgrade, Grub to HDD
Status in grub-installer package in Ubuntu:

Bug description:
Hy, I want to upgrade my PC with an SSD.
I have used Ubuntu 16.04 LTS before from a HDD.
I want to install Ubuntu 18.04.1 to an SSD. I let the old system for redundance.
But I want to install grub to the old HDD replacing the old grub.
The installer can't do it.
