issue:

  Panel listing packages empty, but upgrades are available

Status in update-notifier package in Ubuntu:
  New

Bug description:
  I have 23 upgrades available, but they don't display in update-
  notifier. See attached screenshot.

  Behavior is reproducible.

  These are the upgrades that are available:

  ~ sudo apt upgrade
  Reading package lists... Done

  Reading state information... Done
  Calculating upgrade... Done
  The following packages were automatically installed and are no longer required:

  Use 'sudo apt autoremove' to remove them.
