[Bug 1791480] [NEW] dual boot with intel rst raid1 with UEFI boot, security enabled, grub-efi-amd64 signed package failed to install target

Public bug reported:

1. I deleted the ubuntu EFI directory from windows 10 diskpart so that I could get a clean ubuntu 18.04 installation.
2. Installed / on the same drive as windows 10 (shrunk, unallocated partition) and swap and /home on a different raid1 drive.
3. Pointed to the EFI Partition on the disk partitioning menu.
4. Went almost to the end before it crashed.

Going to try ubiquity -b installation and see if I can build grub
manually after ubuntu installs without a bootloader.
