Title:
  can't upgrade to 18.04

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  Could not calculate the upgrade.

Doesn't tell me what the problem is. I have unchecked all other
  software in "Software and Updates."

  Ubuntu 16.04.5 LTS

Expected system to upgrade, or at least give me an error for what is
wrong. Instead, I get a message saying that something could be wrong,
with no pointers to where the error is.
