Bug description:
  Hi,

  seen on 16.04 ( unity ) and 18.04 ( default DE ), affecting many users
  and not systematic :

  sometimes update-manager asks for installing updates but does not show
  any list of available updates.

  At the very same moment, commands sudo apt update or sudo apt list
  --upgradable work as expected.

  For last example shown in attached picture, the ( almost ) exact same
  list of updates appeared correctly in UbuntuBudgie's update-manager… (
  on the same machine but booted from another disc partition ).
