[Bug 1793858] [NEW] While upgrading from 16.04 to 18.04 it could not calculate the upgrade

Public bug reported:

I have been trying to upgrade to 18.04 (now running is 16.04). It says
that it cannot calculate the upgrade, the given causes are first
upgrading to a pre-release version, this is not the case since 18.04 has
been released a month ago. Secondly, that I'm running the current pre-
release, which is also not the case since I run 16.04. Lastly, that it
upgrades with unofficial packages not provided by Ubuntu, however, I've
been trying to upgrade using the update manager which is an Ubuntu
application so that also should not be the case. Further information,
I'm using a dual boot together with windows 10. Both run on a different
SSD.
