[Bug 1794349] [NEW] fix bugs and test zkey udeb (missing directories, permissions, etc)

Public bug reported:

in d-i environment, at the point of partitioning, zkey should be
available from the s390-tools-zkey-udeb which should be automatically
installed.

test that zkey in said environment is usable.

Things that are probably missing:
- https://bugs.launchpad.net/ubuntu/+source/s390-tools/+bug/1794290 implemented in the udeb
- copying of the zkey keys from the d-i into the installed system
