[Bug 1794351] [NEW] develop zkey setup installer UI, and zkey-based partition/drive encryption

Public bug reported:

currently whist zkey utility is available, there is no UI to set that
up, or use for the encrypted volumes.

either partman-crypto needs extending, or a new partman-crypto-zkey
needs to be created.
