CPU speed scaling restored by removing: cpufreqd
Actually user space scaling programs influence intel_pstate clock scaling method.
Recommended to remove:
sudo apt-get remove powernowd cpudyn cpufreqd powersaved speedfreqd

Bug description:
Booted the Laptop: Dell Precision 5520 with Xubuntu 18.04 With a Live
USB boot disk. A full battery shows about 12 hours remaining operating
time.
Booting from internal HD with updated Xubuntu 18.04 to date, CPU clock seems to be fixed to 2.32GHz, Battery life is 4 hours.
I did not modify anything related to CPU scaling.
This behaviour might have popped up with one of the updates.

Package name for meeting low power mode is unknown to me. (part of the kernel?)

When using the Dell precision 5520 in battery mode, I expect more then 10 hours battery life time.

With the current updated Xubuntu 18.04 the Battery is flat after 4 hours.
