Hi,
I found the bug, too, and fixed it in the last upload to Cosmic.
Thanks for the but report, I'm marking this one as a duplicate.

Bug description:
  If update-manager presents several things to install and I do not want
  to install the first thing by unticking that line then the "install"
  button does not get active.
