Public bug reported:

for all systems where the outermost directory isn't /home (or an
existing directory) the current mkhomedir does not work due to a bug
fixed in this commit:

https://github.com/linux-pam/linux-
pam/commit/ee204e9914be30c0b4462aefa1f4d45aa1068c0a

applying just this patch to the current source package fixes the issue.

can we have this patch included to restore functionality?

** Affects: pam (Ubuntu)
     Importance: Undecided
         Status: New
