Thanks, Marc. I think there are some doubts about what the ubiquity
option actually does today or what it's supposed to do. I think we can
at least commit to "install immediately after first reboot", and
probably opportunistically download/install while waiting for the user
to click the 'reboot' button.

Bug description:
Subiquity should download and install any relevant security updates
before allowing the user to login for the first time after the
installation to prevent the user from entering credentials and using
an insecure web browser and other components.
