[Bug 1824430] [NEW] dist-upgrade from cosmic to disco showed me a bogus message about Livepatch

Public bug reported:

On upgrade from cosmic to disco, I was shown a bogus message about
livepatch:

  Livepatch security updates are not available for Ubuntu 19.04. If you
upgrade, Livepatch will turn off.

I'm upgrading from cosmic, which has no livepatch support, so I
shouldn't be shown this message.

Bug #1816423 seems to be the same symptom, but that is reported as
fixed.
