Bump.  Still up to date on all patches, still have this issue.

Bug description:
  I am using Ubuntu 18.04LTS, fresh install from the summer, and
  tmpfiles won't launch since November.

  $ sudo systemctl start systemd-tmpfiles-setup
  Job for systemd-tmpfiles-setup.service failed because the control process exited with error code.
  See "systemctl status systemd-tmpfiles-setup.service" and "journalctl -xe" for details.
