  sip4 broken in disco

Status in sip4 package in Ubuntu:
  Fix Released

Bug description:
  Sip4 4.9.15 is broken in disco, e.g. makes wxwidgets4.0 FTBFS because
  of a bug in the code, as well as some other minor issues.

  The 4.9.16 release is out just to fix that issue, but to avoid
  mismatching tarballs, I prefer to import the new release as a patch on
  top of 4.9.15
