@Brian, no, see my comment on the bug you are pointing out. The other
bug was about the feature not working anymore since the switch to GNOME,
that bug is about the lack of gdm support

Status in casper package in Ubuntu:
  Confirmed

Bug description:
  After installing 19.04 (16/04/2019 image) and enabling in isolinux screen reader:
  - screen reader is active in live/install session
  After installation:
  - screen reader is NOT active in gdm, when picking up user
  - screen reader is active in user session

  screen reader should be active in gdm.
