Verified versions for each series: 0.39ubuntu2, 0.37ubuntu0.4,
0.28ubuntu0.11, 0.18ubuntu0.12. All displayed the right devel series
info for both -d and -df.

Bug description:
  We don't have the full name yet, but we do have the adjective (and
  that's the most important!). To enable autopkgtests, we need the
  distro-info-data SRUed everywhere.

  [ Impact ]

  Several tools rely on distro-info to tell them which releases are available.
  This package just contains data, with no format changes.

  [ Regression Potential ]

  Minimal, if we are only adding new entries. We do this every release.

  [ Test Case ]
  "ubuntu-distro-info -d" should return "eoan" not an error that the data is out of date.

  "ubuntu-distro-info -df" should name the release in full: Ubuntu 19.10
  "Eoan EANIMAL"
