The dpkg header is difficult to read, it was not specifically pointing you
to reinstall (if it did, you would see a R on the line next to the name of
the package).

Well, it is definitely not a bug in the python3-chardet package that caused
/usr/lib/python3/dist-packages/chardet to be missing from your system, but
we have had MANY other reports of this exact module being missing on
upgrades - you are just the first bug reporter to follow up with more
details about the problem.
So it seems likely that some tool you used, or some howto you followed, led
to the situation for you and for many others.
Do you know what steps you followed to install
/usr/local/lib/python3.6/dist-packages/chardet on your system?
