  Started from 18.10 upgrading to 19.04

  Message: "Could not install 'install-info': Triggers looping,
  abandoned. The upgrad will continue but the 'install-info' package may
  not be in a working state. You may want to report a bug."

  on continue:

  "Could not install the upgrades. The upgrade has been aborted. Your
  system could be in an unusable state. A recovery will run now (dpkg -
  configue -a

  The Dell "About this system" cites 19.04 as OS, but:
  a restart never updated firmware (as did our identical machine)
