There seems to be something strange with your httplib library given the
following error from VarLogDistupgradeMainlog.txt:
2019-04-23 12:56:31,218 DEBUG examining: 'deb http://ftp.acc.umu.se/ubuntu/ xenial-updates main universe multiverse restricted'
2019-04-23 12:56:31,219 DEBUG verifySourcesListEntry: deb http://ftp.acc.umu.se/ubuntu/ bionic main universe multiverse restricted
2019-04-23 12:56:31,219 DEBUG url_downloadable: http://ftp.acc.umu.se/ubuntu//dists/bionic/Release
2019-04-23 12:56:31,219 DEBUG s='http' n='ftp.acc.umu.se' p='/ubuntu//dists/bionic/Release' q='' f=''
2019-04-23 12:56:31,436 DEBUG error from httplib: 'HTTP/'
2019-04-23 12:56:31,436 DEBUG entry '# deb http://ftp.acc.umu.se/ubuntu/ xenial-updates main universe multiverse restricted' was disabled (no Release file)
You might be able to work around this by setting the following
environment variable when calling do-release-upgrade e.g.:
RELEASE_UPGRADER_ALLOW_THIRD_PARTY=1 do-release-upgrade
** Changed in: ubuntu-release-upgrader (Ubuntu)

Title:
Xubuntu 16.04.6 upgrading to 18.04.2 error: essential package 'ubuntu-
minimal' could not be located
Status in ubuntu-release-upgrader package in Ubuntu:
Incomplete
Bug description:
Xubuntu 16.04.6
ubuntu-release-upgrader-core 1:16.04.26
Expected: upgrade to 18.04.2
What happened: error: "Invalid package information
After updating your package information, the essential package 'ubuntu-minimal' could not be located. This may be because you have no official mirrors listed in your software sources, or because of excessive load on the mirror you are using. See /etc/apt/sources.list for the current list of configured software sources.
In the case of an overloaded mirror, you may want to try the upgrade again later."
After upgrading from 14.04 to 16.04.6, my wifi stopped working. I took
my PC to work to connect to the internet via network cable, and it was
successful in doing several security and other updates, including
linux-image-4.4.0-145-generic. After that, "Software Updater" offered
to upgrade me to 18.04.2, but kept giving the quoted error above.
Under "Settings..." ("Software & Updates"), "Ubuntu Software",
"Download from:" I changed it to "Main server", but got the same
error. Going back to "Server for South Africa" gave the same error,
including when picking all 3 listed South African servers. Most
recently I tried the Swedish server "http://ftp.acc.umu.se/ubuntu",
but still get the same error.
