[Bug 1826872] [NEW] Installing to usb, grub gets installed to harddisk

Public bug reported:

When doing an automatic install to usb, Ubiquity installs grub to the
harddisk. This is unexpected and umwelcome behaviour.

1) Ubuntu 19.04 amd64
2) Ubiquity version of 19.04 install
3) grub is installed to the efi partition of the usb stick
4) grub is installed to the efi partition of the harddisk
