is about general problem with connection to some ubuntu servers:
archive.ubuntu.com (91.189.88.149), cz.archive.ubuntu.com (91.189.88.31)

this work fine:
us.archive.ubuntu.com (91.189.91.26), sk.archive.ubuntu.com (46.229.224.72)

also is problem for example with non-repository servers:
keyserver.ubuntu.com (162.213.33.8), packages.ubuntu.com (91.189.94.37)
