[Bug 1772618] Re: btrfs-tools is dead, long live btrfs-progs

It is unclear why the curtin (Ubuntu) task was marked 'fix committed'
over a year ago, but in practice curtin in eoan still has a dependency
on btrfs-tools, which ceased to be a real package in cosmic and in eoan-
proposed has been dropped as a provides: of btrfs-progs.

So this is now blocking the migration of the newer btrfs-progs package
synced from Debian.

Bug description:
  btrfs-tools is a dummy transitional package, which I'd like to remove.

  Please migrate to using btrfs-progs package for runtime utilities.

  Please use libbtrfs-dev for btrfs specific headers and libbtrfs0
