it's been proposed, but then i simply added Provides: old-name in the btrfs package.
basically it was easier to do that than to add support in curtin to sense which release it is, which release it is deploying (the two sometimes do not match) and thus install the right name.

Bug description:
btrfs-tools is a dummy transitional package, which I'd like to remove.
Please migrate to using btrfs-progs package for runtime utilities.
Please use libbtrfs-dev for btrfs specific headers and libbtrfs0
library.
