As noted this is now fixed in the development release with grub 2.04.

  Fix Released

Bug description:
  The version of grub in Ubuntu does not have support for measuring
  things in grub into the TPM, like the kernel cmdline, grub commands,
  initrd, etc.

  I am looking for something similar to the patches Fedora carries for
  grub (129-138 https://src.fedoraproject.org/rpms/grub2/tree/f29)
