Bug description:
  Hi,

  like mentioned in systemd NEWS
  (https://github.com/systemd/systemd/blob/master/NEWS#L56) it's
  compiled with -Ddefault-hierarchy=unified from now.

  After updating to the proposed version 243~rc1-0ubuntu1 Docker doesn't
  come up because of the unsupported cgroup v2.

  "dockerd[1968]: Error starting daemon: Devices cgroup isn't mounted"
