[Bug 1839868] [NEW] ubuntu-bug casper: after successful installation of Xubuntu Eoan, prompt to remove install media does not appear after restart begins

Public bug reported:

Successfully installed Xubuntu 19.04 from USB with testing ISO issued
08/12.  After report that installation was complete, pressed the Restart
choice.  No prompt to remove the media appeared.  (If left too long it
would reboot to USB.)
