Title:
Add a future-proof provides btrfs-progs name for ease of usability

Status in btrfs-tools package in Ubuntu:
  Fix Released
Status in btrfs-tools source package in Xenial:
  Fix Released

Bug description:
  [Impact]

   * Upstream, other distributions, and Ubuntu Bionic+ use btrfs-progs
  name for this package

   * For historical reasons, this package was called btrfs-tools

   * To ease usability and automation it would be nice if the future-
proof name would be available on older releases as a Provides:

  [Test Case]

   * $ apt install btrfs-progs

Should install btrfs-tools package on xenial, and have btrfs

  [Regression Potential]

   * We are rebuilding the btrfs package, and adding extra metadata
without any other code changes. So the only risks there are, are from
doing a no-change rebuild of the package.

  [Other Info]

   * Examples of automation that install btrfs:
     - ansible playbooks
     - lxd
     - curtin
     - cloud-init
     - juju
     - interactive sysadmins
