Public bug reported:

If apt-add-repository has to work with a file with 20000 entries, even
when all but 20 are commented out, it will bring a machine slowly to a
halt.

IO writes of >100MB/s will happen, so basically saturating all available
bandwidth of a rotating disk.

This will bring a machine to a stand still due to extreme load.

** Affects: software-properties (Ubuntu)
     Importance: Undecided
         Status: New
