Title:
  GRUB ignores GRUB_TIMEOUT

Status in grub2 package in Ubuntu:
  New

Bug description:
I have GRUB_TIMEOUT=5 set since... I don't even remember. It is always
the same value (5 seconds) in my GRUB settings. Since some time I
realized that my GRUB menu is counting from 30 seconds, no matter what
  I set in /etc/default/grub. update-grub command doesn't help.
