Title:
  Backport finalrd to bionic

Status in finalrd package in Ubuntu:
  Invalid
Status in finalrd source package in Bionic:
  Fix Released

Bug description:
  [Impact]

Finalrd is a utility that allows to integrate shutdown hooks with
  systemd-shutdown pivot-root functionality.

In cosmic and up this has proven to allow integrating shutdown hooks
that resolve various unclean or delayed shutdown issues.

Specifically mdadm Intel Matrix raid unclean or hung shutdown issues.
In a public cloud with iscsiroot executing logout on the remote server.

  [Test Case]

CPC team to run their tests and see if the 30 second shutdown delay is
still present on PV hosts for bionic.

  [Regression Potential]

By itself it is inert, and generates a basic shutdown initrd usable
with systemd-shutdown. It's upto the integration packages to ship
finalrd hooks and start depending on finalrd. Thus introducing finalrd
alone in bionic, will not cause changes in shutdown behaviour.
