There was a problem with the downloaded file. Apparently it was corrupt.

Removing the downloaded deb file solved my problem:

rm /var/cache/apt/archives/intel-
microcode_3.20191115.1ubuntu0.19.10.1_amd64.deb

I'm closing this issue.
