Public bug reported:

Whenever I open Software Update Settings via clicking on the Settings
button AFTER Update Manager notifies me of a new release, Update Manager
enters a state in which the mouse cursor turns into spinning progress
indicator when it hovers over the window notifying me of a new release
and clicks on said window are ignored.

The issue does not occur when update manager does not notify for any new
versions but simply says the software is up-to-date.

Opening software-update settings manually after software updater
notifies of a new release does not cause this issue.

Please address this inconsistency.
