[Bug 1855492] [NEW] Please drop LTSP specific Ubuntu diff

Hi, I'm upstream and Debian/Ubuntu maintainer for LTSP.
In the past, LTSP required some patches in isc-dhcp-server and tftpd-hpa.
Since Bullseye and Focal these are no longer needed and they should be dropped.

Specifically, LTSP now defaults to dnsmasq, and in the case where users
need isc-dhcp-server instead, the LTSP wiki (https://ltsp.org/advanced
/isc-dhcp-server/) proposes manually editing the appropriate file. We do
not ship an /etc/ltsp/dhcpd.conf file anymore at all.
