[Bug 1855600] [NEW] [19.10] unlocking veracrypt system partition does not work

Public bug reported:

Since I updated to 19.10, unlocking my old Windows partition does not
work anymore.

Root cause seems to be a regression in upstream cryptsetup 2.2.0, that
has been fixed in
https://gitlab.com/cryptsetup/cryptsetup/commit/b72ea28540319ae0e6b233ca28b18cdd2dc19785
.

Cherry picking this fix and re-building the 2:2.2.0-3ubuntu1 cryptsetup
package fixes the problem here.
